Support extends further though, as you will be part of a multi-department team that fulfills information and permitting needs for the City. Sammamish is a moderately sized city experiencing rapid growth. While growth is typical for the region, our team is well resourced with a healthy budget and committed support. Sammamish is the nineteenth largest city in Washington, with a population of more than 67,455.2 residents. Sammamish spans more than 20.42 sq mi square miles east of Lake Sammamish. Since we leave sewage and water to other local experts, the emphasis of this role is on your ability to interpret codes for audiences including citizens to City Council. We work with code compliance officers, engineers, finance analysts, inspectors, planners, plans examiners, permit technicians, and support staff from the Department of Community Development, Parks, Eastside Fire and Rescue, Transportation, and two utility districts, Sammamish Plateau Water and Northeast Sammamish Water and Sewer. 🚧 Essential Duties and Responsibilities 🚧 • Responsible for reviewing engineering elements of commercial and private developments from the pre-application meeting to project close-out. The Project Engineer – Development Review is responsible for the public works engineering elements in the following, but is not limited to, • ed to subdivision, commercial site development, conditional use, clear and grade, right of way, wireless, and reasonable use exception permits. • Analyzes and reviews highly complex and/or controversial development proposals during preliminary and final engineering stages for conformance to City design and construction standards, conditions of approval, codes and ordinances including SEPA; evaluate design of erosion control, storm drainage, slope stability, streets, sidewalk, temporary traffic control, and other infrastructure for developments. • Advises and confers with other city staff and developers’ representatives on acceptable design alternatives and solutions; negotiates with developers’ representatives for plan design changes; develops mitigation measures to impose as conditions on projects with identified unmitigated impacts. Employs considerable engineering judgment, independence, code interpretations and exploring and negotiating alternatives with project proponents. • Acts as coordinator for reviews from outside departments and/or consultants.. • Reviews geotechnical reports, traffic analyses comments received from outside sections and consultants, drainage reports, erosion control drawings, temporary traffic control drawings and site plans during engineering reviews. • Performs onsite field visits on approved construction to evaluate -site conditions such as drainage, access and connectivity issues for proposed development plans. • Reviews, including as appropriate, letters, memos, comment matrices addressing site design, traffic impact, and drainage issues, providing comments for development conditions and responding to public inquiries about development proposals. • Provide public testimony at hearing examiner’s hearings, at city council sessions, and the public as needed to present information or make recommendations related to development applications. Represent consultant and/or other department section reviewers at public hearings. • Participates in project guidance, pre-application, predevelopment services and pre-construction meetings; explaining requirements of TESC, roadway, and drainage improvements as needed. Documents, reviews, and approves all engineering related field changes. • Coordinating project close-out of financial guarantees, final drainage reports, declaration of covenants for private onsite storm facilities, mitigation fees, right of way dedication, easement recordings and construction as-builts. • Coordinates proposed development improvement and City’s Capital Improvement Projects, Water and Sewer District requirements/projects, Fire Department requirements, county, and state highway department, and other related regulatory agencies or parties. • Represents the Public Works Department when inquiries are made by residents or applicants providing general and technical answers regarding road, traffic, and drainage requirement questions. • Manages permit reviews assignments to be completed in a timely manner and organizes workload. • Provides design assistance and writes project conditions for erosion control, storm drainage, streets, sidewalks, and other street and storm drainage infrastructure facilities for private development projects and city CIP projects. • Coordinates work projects with contractors, government agencies, organizations and the public. 🌲 Minimum Qualifications 🌲 Requires a Bachelor of Science degree in Civil Engineering, or a related engineering field, with a minimum three (3) years progressively increasing experience with site development, roadway, storm drainage, construction reviews and designs of development projects in either a municipal or consulting setting or an equivalent combination of education and/or experience. A good driving record, ability to drive a city vehicle and possession of a valid Washington State Driver’s license is required. 🚧 Desirable Qualifications 🚧 Engineer in Training, with the ability to obtain a Washington state professional engineering license within one year of hire, or a master’s degree in Civil Engineering or another closely related engineering field. A Professional Engineering license is preferred - within 6 months. 🚧 Knowledge of: 🚧 • City organization, operations, policies, and objectives. • Interpersonal customer relation skills using tact, patience, and courtesy. • Research techniques and procedures. • Office practices, procedures, and equipment; Microsoft Office, Word, Excel, Blue Beam, Trakit, CityWorks, MS Project or similar tracking software, AutoCAD • Advanced roadway and stormwater facility design, construction practices and materials. • Practices, procedures and methods of civil engineering and design. • Federal, State, and local regulations and standards and city and departmental policies and procedures. • Preparing and maintaining records and files, including but not limited to, project/program records, equipment and material purchasing and accounting. • A clear understanding of roadway design and construction. • King County Surface Water Design Manual (the edition as adopted by Sammamish City Council and any associated amendments, revisions, or corrections). • Washington State Department of Ecology Storm Water Manual. • Temporary sedimentation and erosion control practices and procedures. • Familiarity with the Western Washington Hydraulic Model and MGS Flood. • Clear understanding of underground utilities, conflict avoidance, horizontally and vertically separations. • Current edition of the AASHTO Highway Geometric Roadway Design Manual. • Current edition of the WSDOT Highway Design Manual. 🚧 Physical Demands 🚧 While performing the duties of this job, the employee is required to stand, walk, use hands and fingers, to handle, feel or operate objects, tools, or controls; and be able to reach these with hands and arms. The employee is required to talk and hear. The employee must occasionally lift and/or move up to 15 pounds. Hand-eye coordination is necessary to operate various pieces of office equipment. Position requires the ability to transport oneself to a variety of locations, primarily in and around the City of Sammamish and King County. Duties are performed both individually and as part of a team. The work environment is fast-paced and moderately noisy. Attendance at night meetings may be required, and meeting project deadlines may require working more than forty (40) hours per week. 🌲 Work Environment 🌲 While performing the duties of this job the employees will divide their time between outdoor construction site settings and indoor office environment, connected by travel in a City vehicle on paved streets and sometimes on unimproved roads.
