The lock on the hasp works, but the handle key is missing. However the handle can be replaced at most locksmiths. Condition: There is no significant dent. and no unwanted holes, bends, rust, scrapes or marks. You can easily change the color. The easiest way to paint would be to just find color you like in in spray paint (which would be very easy) and without any preparation, spray over the areas needed. This color of spray paint is very easy to find at Ace Hardware or large home improvement store in Rustoleum, Krylon; or at an automotive retail store in Duplicolor paints. Automotive paint is the most durable metal paint. The metal itself is in great condition. The durable way to paint would be to sand it. Wash it. Let it dry thoroughly. Then prime it. Then paint it. To find a cabinet like this new would cost over $180. Most new file cabinets at Office Depot, Staples or other office supply stores are cheap steel and are easily bent.
